What shapes an SEO engagement
What determines the scope
SEO effort scales with the size of the site, the state it starts in and how contested the queries are. A twelve-page brochure site with clean markup needs a fraction of the work a large catalogue with duplicate parameter URLs does. The honest inputs to any estimate are the number of pages that need to rank, how much technical debt sits underneath them, how much content already exists and is usable, and whether competitors have spent years building authority you have to close ground on.
